Abstract

Background: Manual back-referral systems from hospitals to primary health care facilities often lead to a breakdown in the continuity of information. This results in slow and inadequate follow-up monitoring within the community, particularly for patients with vulnerable medical histories. Objective: This study aims to analyze the effectiveness of the SINOFA PASTI innovation (a WhatsApp Broadcast Notification System) in improving response speed ("fast response") and monitoring continuity—specifically for high-risk postpartum mothers following hospital care—as carried out by midwives in Sampang Regency. Methods: This study employed a quasi-experimental design using a one-group pretest-posttest approach. The sample consisted of 26 midwives managing back-referrals of high-risk postpartum mothers from Dr. Moh Zyn Regional General Hospital (RSUD) in Sampang, selected via total sampling. Data were collected using questionnaires and analyzed using the non-parametric Wilcoxon Signed-Rank Test. Results: The average "fast response" score among midwives increased from 5.08 (pre-test) to 11.19 (post-test). Regarding the monitoring continuity indicator, the average score rose from 6.50 to 9.27. Wilcoxon test results for both variables yielded a p-value of 0.000 (p < 0.05), indicating a significant difference before and after the intervention regarding response speed and the continuity of postpartum visits for high-risk mothers after hospital care. Conclusion: The SINOFA PASTI innovation shows potential effectiveness as an early warning system. It can be implemented sustainably not only for high-risk postpartum patients but also for all obstetric patients.
