Abstract

Aulia Kartika Windaning Tyas, 2025. “Analysis of the Implementation of Electronic Medical Records Based on the HOT-FIT Factors at Ngebel Public Health Center, Ponorogo Regency.” Scientific Paper, supervised by Ani Rosita, S.Kep., Ns., M.Kes., Diploma III Program in Medical Records and Health Information, STIKES Buana Husada Ponorogo. The implementation of Electronic Medical Records (EMR) is a requirement in the digital transformation of healthcare services, as mandated by Indonesian Ministry of Health Regulation No. 24 of 2022. Nevertheless, its implementation still encounters obstacles in healthcare facilities, including Ngebel Public Health Center, Ponorogo Regency. This study aims to analyze EMR implementation using the HOT-FIT framework, comprising Human, Organization, Technology, and Net Benefits components. The study employed a qualitative descriptive approach with HOT-FIT-based analysis. Data were collected through observation, interviews, and documentation involving seven EMR users. The findings indicate that EMR has been implemented at Ngebel Public Health Center since April 2023. The implementation has proceeded fairly well, although challenges remain, particularly unstable internet connectivity and limited system features. Therefore, this study recommends improving internet infrastructure to optimize healthcare services and adding a digital signature (TTE) feature to the EMR system at Ngebel Public Health Center to support more effective and efficient services.
